You are hereby summoned to attend a meeting of the Sandwell
Metropolitan Borough Council, to be held at the Sandwell
Council House, Oldbury, on Tuesday 15 th October 2019 at
6.00pm for the purpose of transacting the following business:-

Agenda

The Mayor of Sandwell, Councillor Dr Jaron, in the Chair

1. To receive apologies for absence (if any).

2. Declarations of interests in any matters to be discussed at the
meeting.

3. To confirm as a correct record, the minutes of the meeting of
Council held on 16 th July 2019.

4. To receive announcements from the Mayor.

5. To receive petitions under Standing Order No. 5.

6. To consider written questions under Standing Order No. 6 to:-

(a) the Mayor;

(b) the Leader of the Council;

(c) any other member of the Cabinet;

(d) any person appointed to preside at a committee, sub¬
committee or panel;

(e) the members of the Council nominated pursuant to
Section 41 of the Local Government Act 1985, on the
discharge of the functions of the following Joint
Authorities:-

(i) West Midlands Combined Authority (the Leader);

(ii) West Midlands Fire and Rescue Authority
(Councillor J Edwards);

(iii) Transport for the West Midlands (Councillor
Akhter);

(f) a nominated member appointed by the Council to the
Board of Sandwell Leisure Trust;

(g) a member of the Council who is, as a result of action
taken by or on behalf of the Council, a member or
director of any company.

Matters requiring approval or consideration by Council

7. Proposals to Depart from the Local Development Plan at
Powke Lane Open Space, Rowley Regis.

8. (a) Report from the Council’s lead representative on the

West Midlands Fire and Rescue Authority;

(b) Report from the Council’s lead representative on the
Transport for the West Midlands;

(c) Report from the Council’s lead representative on the West
Midlands Police and Crime Panel;

(d) Report from the Council’s lead representative on the West
Midlands Combined Authority.

9. To consider an extension to the six month member
attendance rule.

10. Appointment to Positions, Committees/Boards and Other
Bodies.

11. To receive the minutes of the meeting of the Chief Officers
Terms and Conditions Committee held on 16 th September
2019.

12. To receive the minutes of the meeting of the Cabinet held on
17 th July, 7 th and 28 th August and 18 th September 2019 and to
consider any policy and/or strategic recommendations arising
from the meetings and to raise questions, if any, of the Leader
and members of the Cabinet on any other issues contained
within the minutes.

13. To consider the minutes of the meetings of the Budget and
Corporate Scrutiny Management Board held on 10 th July, 7 th
August, 11 th September and 2 nd October 2019 and to raise
questions, if any, of the Chair of the Board on issues
contained therein.

14. To consider the minutes of the Audit and Risk Assurance
Committee held on 25 th July and 19 th September 2019 and to
raise questions, if any, of the Chair of the Committee on
issues contained therein.

15. To consider the minutes of the General Purposes and
Arbitration Committee held on 30 th September 2019 and to
raise questions, if any, of the Chair of the Committee on
issues contained therein.

16. To consider any urgent business (with prior approval by the
Mayor).
