6/19 Statutory Polling District and Polling Places Review 2019
The Committee was informed of proposed changes to polling
districts and polling stations following the statutory review.
All local authorities must review their UK Parliamentary polling
districts and polling places at least once every five years. This
compulsory review must be completed by 31 st January 2020.
Recommendations for changes to Polling Districts and Polling
Places for all elections from 1 st December 2019 were outlined in
Appendix 1.
The Committee was also requested to consider changes to
polling stations in the event of an unscheduled election before the
1 st December 2019. Alternative arrangements must be made due
to the existing polling station either being a school or the building
had become unavailable or was unsuitable.

General Purposes and Arbitration Committee - 30 September 2019
The Council was required, as far as was reasonable and
practicable, to designate polling places which were accessible to
disabled electors. The Electoral Commissions Evaluation
Checklist, which addressed equality and diversity issues relevant
to polling districts, places and stations had been used in this
review. Accessibility for members of minority or disadvantaged
groups was a key issue in the selection of suitable polling
stations. Officers had endeavoured to avoid using portable units
and schools as polling stations where possible.
A more suitable polling station in respect to polling district WBE -
Ward, West Bromwich Central was proposed. Currently the
polling station location was West Bromwich African Caribbean
Resource Centre, Thomas Street, West Bromwich, B70 6LY. The
Kuumba Centre, Boulton Road, West Bromwich, B70 6NN was
suggested as an alternative and would mean that the majority of
the electorate within the ward would not have to cross a main
road. Officers would explore the alternative option prior to the
recommendations being submitted to full Council.
Recommendations for changes to polling stations to take
immediate effect were outlined in Appendix 2.
Resolved to recommend to Council that:-
(1) the proposed changes to polling districts and
polling places as set out in Appendix 1 to
take effect at all elections from 1 st December
2019 be approved;
(2) the proposed changes to polling places as
set out in Appendix 2 to take effect at all
elections immediately be approved.
